If the target has around 95% durable damage, the total damage from the Eruptor could reach about 116.955 per shot, which could sum up to a maximum of around 2,923.875 damage within a minute of uninterrupted fire, assuming infinite ammo.
On the other hand, the Senator fires at 200 RPM, delivering 200 damage per shot, but its effective damage per shot against the same target drops to 73.2. In theory, it could inflict a staggering 14,640 damage in a minute under similar conditions.

I think you’ve got some valid points, but remember that the Eruptor is designed for long range, area damage, and anti-structure utility, not single target annihilation. The Senator is all about that single-target damage at a short range, so it makes sense that it outperforms the Eruptor in that area.
Honestly, if the Eruptor had heavy penetration too, it would be way too overpowered. Think about it: with an explosion like that and the possibility of hitting 455 damage, plus add in AOE capabilities, it could outperform even top support weapons like the AMR. I think it’s fine as it is!
