Pulsing blue light after turning on

I have turned on my PS4 Pro after it was in standby mode. The light turned blue as normal but now it is pulsing blue. It’s not flashing or blinking. Rather it is slowly pulsing blue. 

There is no video being output to the screen. Pressing the power button or any buttons on the controller do nothing.

I think the issue was with my TV. I held down the power button on the PS4 for a few seconds until it forced itself to power off. I restarted it and it came back on. Still no picture coming up. I connected to the PS4 with remote play and it worked. I was able to use the PS4 just fine. I tried connecting the PS4 to a PC monitor via HDMI and it worked right away. So the PS4 and the HDMI were ok. I have an Android TV so i forced it to power down and turned it back on. It worked after this.
