While it focuses on running a tropical island, it deals with economic and political decisions that can reflect changes based on leadership choices. It’s more light-hearted but still lets you experiment with management!
“Victoria” games are indeed a solid choice! They provide depth in economic simulation and allow for a lot of strategy and historical context. Although democracy-based games might also fit your needs, they don’t offer the flexibility of choosing specific years or events to influence directly.
