I’m curious if there’s a main library or another location in the game where I can find a lot of books to read, like a mage’s college or an imperial library.

There’s no central library, but you can collect a ton of books as you play. Check out the journal under achievements for the lore library where you can see all the ones you’ve gathered. Once collected, you can sit back and read them anywhere you want!

If you’re on PC NA, there are actually a couple of player homes that you can visit that have almost every book available as furnishings. It’s a great way to dive into the lore without all the hunting!
Cyrodiil is a good spot! I found all of the collectible lore books I missed while playing through PvE. If you hop into the <50 campaign with a fresh character, you'll find a lot of them, often marked with Map Pins.
