I’m trying to deal with groups of enemies using the Sorcerer’s Lightning Staff, but I feel like it’s only good for single-target damage. I really want to unleash some serious Palpatine-style chaos! For reference, I’m specifically asking about how the heavy attacks work with this setup.

Yeah, it used to be awesome with more AoE, but ZOS made some changes. Now only the last tick of the heavy attack counts as AoE, which kind of nerfed its overall usefulness. It’s still powerful, just not quite as good for lots of targets as it used to be!
If you’re looking to go full Palpatine, you should definitely use the Overload Ultimate Heavy Attack. It will let you zap everything in your way! Another good piece to consider is the Auroran’s Thunder 5-piece from Depths of Malatar for extra AoE goodness.
With the right passives, the Lightning Staff can do AoE damage, but only on the final hit of the heavy attack. Make sure you’re specced properly to maximize that effect.
