I’ve given the Quasar Cannon a fair shot, but it just seems off compared to the RR or Spear. It doesn’t seem to take down enemies the way I need it to. I typically target enemies like I would with the RR, but maybe I’m using it wrong? Is its effectiveness diminished now?

The Quasar is perfect for when you want to carry a different backpack but still need some anti-tank capability. Pair it with a guard dog and you should be able to solo most threats. While its damage is adequate for ground targets, it struggles with dropships unless you specifically target the engine.
Which faction are you focusing on? It works pretty well against bots and bugs. For squids, not so much. With bugs and bots, I’ve found success when adopting a hit-and-run style using a jump pack to maximize mobility and target key threats.
The RR inflicts 3200 damage whereas the Quasar does 2200. While the Quasar won’t one-shot a squid dropship, other weak points should still be exploitable for one-shot opportunities.
The Quasar is a situational weapon. I usually couple it with a guard dog or jetpack for increased mobility. Since the recent warbond tweaks, I’ve phased out RR because of its limited ammo compared to the Quasar, providing a more sustainable option.
Though it doesn’t match the RR in raw power, the Quasar still meets crucial damage breakpoints for targets like Chargers and Hulks. Hits engines on dropships effectively. It shines when you want to keep your backpack slot free for other equipment like a jump pack.
The Quasar is my go-to for bug missions. It efficiently eliminates Chargers, Impalers, and other heavy threats. It’s not overkill for squids since the AMR can deal with those. Against bots, I generally stick with RR but am reconsidering due to recent challenges and pondering a switch to Quasar with a shield backpack.
True, it can indeed one shot a bot dropship if you aim for the engine. But unfortunately, doing so often leaves the troops intact.
