I’m looking to upgrade my PC to support dual GPUs for lossless scaling, specifically adding a 6500 XT alongside my current RX 7900 XT OC+UV, which maxes out at 405 watts. I’m using a Ryzen 7 5800X3D with undervolt, an ATX motherboard, 2 x 8GB of RAM, 7 fans, 1 NVME, and 1 HDD, all powered by an 850W platinum-rated power supply. Will this setup be sufficient?

Your setup looks solid, but considering that your total estimated wattage is around 682W, I’d recommend having at least 50W more for a safety margin. So, aiming for something like a 900W or even 1000W power supply would be a good call.
Definitely make sure to have a bit of headroom with your power supply, especially with dual GPUs. An 850W might work, but just to be safe, going up to 900W or 1000W could prevent any potential issues in the future. Better to be safe than sorry!
