I’m not very experienced with PCs, so I’m wondering if this is a good price, whether I can play games like GTA V on it, and how upgradable it is for the future.

I’m not super familiar with UK pricing, but if this were in the US, I’d say your friend is slightly off about its worth. The setup’s really closer to $500 max, though £250 isn’t a bad deal at all.
