I’ve been using a Ryzen 5 5600X with a 6700 XT for about 4-5 years, and it’s performed well until now. Lately, I’ve noticed some newer titles like Hogwarts Legacy, Marvel Rivals, and Arma Reforger are giving me issues like stuttering and significant FPS drops into the teens. I’m wondering if it’s time to upgrade my CPU, or if these games are just poorly optimized. Past games like God of War, Red Dead 2, and Cyberpunk ran smoothly, so I’m a bit confused about the performance dip in these latest releases.

It sounds like those new games are just not coded well. Upgrading to a 5700X3D or 5800X3D might be the way to go for better performance, but those titles are certainly a bit of a mess right now.
What RAM are you using? Having adequate RAM can really help with performance issues. Some games can struggle if you’re not running enough or if the speeds aren’t optimal. Maybe check on that!
Honestly, Cyberpunk was demanding but it ran fine. But newer games like Stalker 2 do seem to drop frames badly in cities. Your setup is pretty close to PS5 performance, so as new games get released, you might find the 5600X pushing its limits. Still, I think it should handle about 90% of the games you throw at it for now.
