to use the Dog Whistle, go to the balcony area on the second floor where you find a note hinting at its use. once you use the Whistle there, get ready to fight a dog carrying a Collar. inside this Collar is a Coin that can be transformed into an armor key, so it’s pretty important for progressing.
basically, you use the Dog Whistle outside on the balcony (2F) to lure out some zombie dogs. the whole idea is to get the dog with the Collar because that Collar has a fake key inside which is used to swap with a real one later in the game. its one of those weird puzzles that make sense after you do it.
