I’ve spent around 3-4 hours farming at headhunt events but haven’t seen a single fugitive head drop. I’m currently at Torment 1, which I’m wondering if it’s affecting the drop rates. I recently reached level 60 and am farming the exposed roots. Am I doing it wrong, or are they just really that rare?

Yeah, it’s true that the drop rates are pretty low, even in Torment 3. But in Torment 4, I get about one head for every five runs, so it’s definitely worth the upgrade. Also, make sure you’re keeping an eye out; they often drop as white items and can be easy to overlook in the loot pile!
Just a heads up, there are reports of a bug affecting drop rates after finishing the main objectives of the season. Some players have experienced drastically reduced availability as they progress. If you think that’s the case for you, maybe try creating a new character for a fresh drop rate check!
It sounds like you’re not hitting the best levels for farming. At Torment 1, fugitive heads are pretty rare, even with elixirs to boost your drop rates. If you can, level up to Torment 4—I’ve found they drop much more frequently there. I’ve gotten quite a few in a single headhunt on T4, especially when using those potions to enhance drop chances.

Totally agree! It’s bizarre that such important items drop as white loot.
