The squid guy is behind the wood fence and says I can’t get through without knowing how to spin. I have spoken to all of the other squid guys in the area and they have mentioned the spin move but none of them showed me how to do it.
I seem to be stuck in this area now so I like learn it here but I don’t know where. How do you learn the underwater spin move?

You should know it already. If you are using standard controls, click the left Thumb stick down and link will perform a spinning dash underwater
If you are using motion controls, it should be the same thing you do to sprint will on solid ground. This will make you spin underwater and you can use this attack to break through that wooden fence.
