I can’t figure out how to get vinegar in order to use it as a crafting ingredient for the battery. I’ve searched all around for bottles and any combination of items that might generate vinegar but I can’t figure it out.

You need to use the bottle of wine that is located in the laundry room.in the past. Talk with Thomas Jefferson and offer him the bottle of wine for his time capsule. If you have not unlocked Laverne in the future yet, you will need to wait a bit. When you have gotten the Tentacle costume for Laverne you can find the time capsule upstairs in one of the rooms. Open it up with the can opener and the wine bottle will have turned to vinegar.
