The quest marker for Tracking unknowns quest is pointing me at the large pipe outside the Dyer chemical plant. How do you get into the pipe, it isn’t broken?

If you look to the side of the pipe you will see there is a part that looks different, you can interact with it to slide it open and get Inside.
