A nuke was dropped on Monongah mine. I traveled through the radiation and i am at the mine but the entrance looks like it is collapsed as it is blocked by stones and rubble. How are you supposed to get inside?

I am not sure you can. Maybe you were too late and it blocked up or something. I have always just selected the event in the map and fast traveled to join the event. This teleports you inside of the mine for the event rather than outside.
