I have turned both windmills toward the light tower and it has activated. Up top there is a glass thing and I see a beam of light coming down at the other side. I am guessing I need to make this light point at the glass thing but I don’t know how.
It does look like I can rotate the platform, so I must need to rotate the light. The Day/night cycle doesn’t seem to do this for me though. What are you meant to do to activate the light tower in Skyloft?

You will need to use the song you learned from the king guy. There is a little stone nearby that will give you the hint of you find it and read the message. Maybe the prompt to actually play the harp doesn’t show up until after you read the message as I didn’t figure it out until I had read it.
Use the harp and I saw in the center of the light tower platform that I was able to Target it, like an enemy. Once I targeted it, I was able to strum the harm to activate a mini game to progress.
