Twice now I have come across the fast travel balloons and they have already been up in the air. I can’t find anything to make them come back down. What’s the secret here, how do you access the balloons that are in the air already?

There is usually a yellow terminal/machine nearby. Normally you need to put fuel into the yellow machine that has the funnel and then the controls become available that let you call the balloon back down
