How do I find the mysterious stranger?

I have a quest to find the nysteriomy stranger three times. Who/what is he? I have never come across this guy before and I have been playing for about 4 hours now. Where can I find this guy?

It’s best to play when the volume is up as this is the best way to find him. Every now and then you will hear a classically mysterious sound. Look around the vault for a man with a had and a tan colored trench coat with the collar flipped up. Click on him and you will get some money and he will be considered found. He will appear in your vault every so often. You get a decent amount of caps for finding him sometimes. It appears to be completely random. I don’t think there is anything that you can do to make him show up more often
