I have gotten up to the door of chairman Rockwell’s office and the guy outside the door int giving me any conversation option that will let me inside the door. I don’t want to start a war by killing the soldiers who are hanging around. What are you meant to do to get inside peacefully if conversation isn’t an option?

Look around the area. If you turn to the left a bit you will find another locked door. You can use they keycard you should have gotten from the chairman to open it up. Once you get inside the guy will spot you and try get you to come back. You can get by without starting a war from here
