I made a backup image of my current Steam Deck’s SSD and saved it on an external drive. I’m wondering how I can restore that image to the internal SSD of a new Steam Deck without having to open it up. Is it possible to use tools like Clonezilla or the dd command to do this? I’m asking because I’m worried about losing my current device and might buy a new one soon.

It really depends on how you created the backup image. Both Clonezilla and dd are valid options, and I’ve personally restored my 64 GiB SD to a 1 TiB SSD upgrade using this method, so it definitely works!
