I’m currently playing Oblivion and I’ve been working on my heavy armor and block skills by irritating some rats in the basement. I initially punched them to get them to hit me, which raises my skills, but I’ve accidentally brought their health down to about half. I’m looking for a way to get them riled up again without doing any damage. Are there any spells I can buy or find that can help me annoy them without reducing their health further?

I’m kinda curious why you’re targeting rats from the Fighter’s Guild quest?
Instead of spells, have you thought about training with scamps in Leyawiin? There’s a lady in a house who has a staff that summons them. They don’t start aggressive, so you can hit them a bit for training. Just be careful not to talk to her—let the scamps do the work for you! They respawn as well, which is perfect for training.
You might want to check out the market district in Imperial City for a low-level fury spell. I can’t remember exactly where to find it since it’s been ages since I played, but it should be around somewhere.
Just a heads up, fury spells generally only affect NPCs, and they’ll just make the rats turn on each other if it does work.
There are also weakness spells that you can find in Skingrad Mages Guild. They count as attacks but won’t actually cause damage, so that could help you engage the rats without harming them.
They hit me back, which really helps boost my armor and blocking skills while keeping their health low.
