I just built a new PC, but when I turn it on, it goes straight to the BIOS. It says there’s no boot device found in the boot sequence! I’m using a new case, power supply, GPU, and CPU, but the NVME drive with my Windows installation is from my old AM4 setup. Now I’m using an AM5 setup with a 9800X3D. Do I need to perform a fresh installation of Windows to get it working? Any help would be appreciated!

Yeah, a fresh install is likely your best bet. If you want to ensure a clean startup, you might want to boot up your old PC and wipe the NVME before moving it back. Just make sure you back up anything important first!
It definitely sounds like you need to reinstall Windows. Since your NVME drive is from a different platform (AM4 to AM5), the drivers and settings might not be compatible. You should create new installation media with a USB drive and use that to reinstall Windows on your new setup.
