Eliminate the sniper at the start of the game?

I need to break into a camp near the very start of the game. I thought I was still going through the tutorial but I guess not. I have been asked to eliminate a sniper from a guard tower outside the camp. I have no weapons, the car nor Max can actually reach the tower and I’ve gotten no prompts from the game telling me what I need to do. How do I deal with this sniper?

You may have changed weapon to the shotgun. Use the D-Pad, I think its right or left. This will change to the harpoon. Press L1 to aim the harpoon and shoot it at the sniper tower. Once it has been attached, drive away to pull down the tower.
