I have a quick question about the Oakensoul ring. If I have a skill that can be slotted on either bar, does it still provide its passive benefits when the skill is on the bar I’m not currently using with Oakensoul equipped?

From what I’ve seen, no. The Oakensoul ring completely disables the second bar, so any skills on that bar won’t provide benefits while the ring is equipped. It used to be different, but that was a bug and was later confirmed as unintentional by ZoS.
There’s really only one skill that still functions from the other bar with Oakensoul, but honestly, it’s not a skill that many players would ever use. So overall, if you’re counting on your back bar skills with this ring, it’s kind of a no-go.
I can confirm that none of my Nightblade skills that should work from either bar function from the back bar when I have Oakensoul equipped. The only exception has been the Vampire skill Blood Frenzy and its morphs. If I want to use them, I have to unequip the ring, activate the skill, swap bars, and then put the ring back on. The buff remains active afterward.
