Like in terms of giving Horus the responsibility, it was definitely a good choice. He was perfectly qualified for the job and was loyal to the emperor but do you think the emperor made a mistake giving away the responsibility in the first place? Should he have diverted his attention so heavily to webway project that it resulted in him being unable to govern humanity and to spot the signs of corruption amongst his own primarchs. Surely if he had of been present, he would have been able to spot the signs of chaos interference. The samus is here issue in the early days would surely have been enough considering it was enough to get horus concerned but even he was unaware of the significance of it.

appointing Horus was a smart move initially but the Emperor checking out wasnt ideal. The Horus Heresy showed the importance of oversight and direct leadership. The chaos stuff? Surely needed more hands-on approach but then again, maybe the Emperor thought his sons could handle it. It was foolish in some ways that the emperor never really warned the primarchs of the chaos threat. if he was gonna go and focus on other projects and leave horus in charge, he should have at least made it so he could be contacted in the event of an emergency. I am sure it was possible to contact him and this is perhaps where horus made a huge mistake in hot understanding the significance and the early warning signs of the chaos corruption so in this sense, maybe the emperor did make a mistake giving horus the title of warmaster. The emperor should never have handed over control to anyone.
The Emperor choosing Horus as Warmaster seemed strategically sound. Horus was well-liked, talented, and had the necessary leadership skills. However, his focus on the webway project meant less oversight over the Imperium, which allowed chaos to fester. Maybe greater attention towards his sons wouldve prevented the chaos. Hard to say really. Hindsight is 20/20. The gains that the imperium would have gained from the completion of this project would have been monumental and would have also been a huge factor in avoiding future risks from chaos. So theres quite the irony in that the actions the emperor took to try and eliminate risks of chaos corruption actually resulted in the downfall of the imperium and pretty much his death.
Yeah, the Emperor mightve underestimated the chaos threat. Putting so much trust in even a capable leader like Horus while being distracted by the webway couldve been risky. Having the Emperor more present to manage the chaos signs might have been more beneficial. Considering the cost, its arguable he made a pretty massive misstep.
