I’m planning to play during the Go Fest event in a particular city and wondering if I need to have a ticket to access the special content like raid spawns, or if those are available to everyone regardless of ticket ownership. Specifically, does everyone get the raid spawns in that city, or is it restricted to ticket holders only?

For the tougher raids, like the T5 ones during the city event, the base forms of Pokémon like Zacian and Zamazenta will show up. The special Crowned versions that need certain resources to transform might only be available if you have the ticket and completed the related research. Others without the ticket will likely have to wait for the global event to get access to those transformations.
You do need a ticket to get the special spawns and raid content tied to the city Go Fest event. If your account has the event ticket, you’ll be able to see and join raid battles and encounter the spawns in the designated event area. Without the ticket, those are not accessible.
Basically, all the exclusive stuff like special Pokémon spawns, eggs, research tasks, and bonuses (extra trades, special backgrounds, bonus raid passes) during the city Go Fest are ticket-only. Plus, the actual event venue is kind of a dead zone for non-ticket holders—no spawns or bonuses there at all. However, regular raids around the city usually aren’t ticket restricted, so anyone can join those raids scattered in the city. But some parts of those raids might still be limited to ticket holders until the global event rolls around.
Good to know! I already have the global event ticket, so I probably won’t buy a city ticket, but it’s nice to understand what I’d be missing out on.
