I actually salvaged a masterwork item that was fully upgraded and got the obducite back. I’m not sure why everyone thinks you wouldn’t, but it worked for me!

Nope, you don’t get any obducite back if the item has had its ranks reset. Once you reset the masterwork ranks, you lose the obducite to salvage it.
