I’ve noticed with Pokémon like Zapdos and Jumpluff that it can take 12-15 Charged TMs just to get the attack I want. Statistically, I feel like I should have landed the desired move much sooner. Some might chalk it up to bad luck, but it seems to happen mostly with special or more powerful Pokémon. Has anyone else observed this? Also, do any insiders or game devs know if the game’s algorithm is designed to make it take longer to get ideal moves on legendaries or stronger Pokémon?

From what I understand, it really depends on how many charged moves a Pokémon can learn. Being legendary doesn’t change the TM chances — it’s all about the move pool size.
Keep in mind Jumpluff isn’t actually legendary. That may be part of the confusion here. But I get what you mean — some Pokémon just feel like they’re stuck with certain moves longer than expected, especially those that are strong or meta-relevant.
Right, I wasn’t saying Jumpluff is legendary, just that it’s one of those strong or meta-relevant Pokémon that seems to have similar move selection issues as legendaries.
I’ve heard people say that sometimes the game’s RNG can feel glitchy, like it cycles between the same two moves for ages. But honestly, I think it’s just bad luck and confirmation bias. Sometimes you get the move right away, sometimes it takes ages. Doesn’t seem like the system is intentionally making it harder for legendaries in particular.
That’s a fair point. I agree RNG can be frustratingly random sometimes, though I wish they’d implement a system that cycles through all possible moves before repeats happen, to reduce the agony of getting stuck.

That’s like a 70-75% chance of getting ‘wrong’ moves repeatedly. Seems like there might be some game mechanics making it harder for OP or legendary Pokémon to get certain moves.
