Can't load holotape into relay tower?

I have gotten to the relay tower and killed the nearby scorched. When I interact with the terminal it won’t let me use the holotape. I see at the bottom of the screen that I can insert a holotape but the button is grayed out.

It can be a bit glitchy. Try pressing the button anyway. Try read all the options you can on the terminal. Then exit and come back to the terminal again. It may allow you to play the holotape then.

Try playing the holotape from your pip boy first. When I did this I was able to Interact with all the holotapes I had in my inventory.
