The lane swap penalty kickstarts in the early game, between 1:30 and 3:30. After that, things go back to normal. If you’re a support or a non-mid laner, it’s best to stay in your lane until around 4 minutes, especially since ganks are safer when the penalty is off. For champions with global ults like Twisted Fate, don’t stress too much; by the time you hit level 6, the penalty will be lifted, so you can use your R to gank without worry.
The lane swap detection stops working at 3:30 for top lane and even earlier for mid. So, if you’re playing a jungler, it shouldn’t affect your gameplay much. The penalty makes it so turrets one-shot minions and give gold to the nearest champion, so it’s really geared towards early game strategies. If you’re looking to dive or roam in the early game, just be cautious till then.
