So, my friend ended up getting their PlayStation account banned because they delayed making a payment. I’m wondering if there’s any way for them to pay off the outstanding balance and get their account back. Has anyone experienced something similar or know what to do?

You might be mixing up a payment issue with an actual ban. If it’s just about not renewing PSN, they should just pay what’s needed to reactivate everything when they buy PSN again. But if it’s a ban, unfortunately, they can contest it but if it’s upheld, they lose everything connected to that account.
