Nope, you’ll need a dedicated graphics card for that. Linux or SteamOS won’t magically make it possible on integrated graphics. A cheap desktop PC with a modest AMD or NVIDIA GPU would definitely run the game better than your current setup.
It also depends on how old your Intel Core i3 CPU actually is. Some of the newer integrated graphics can handle lighter 3D games okay, but older ones struggle a lot. If your laptop is a few years old, it’s probably not going to run Shadow well at all.
Unfortunately, Shadow of the Tomb Raider is pretty demanding. It generally needs a dedicated graphics card with at least 2GB of VRAM to run smoothly. SteamOS or Linux doesn’t lower those hardware requirements, so your integrated HD Graphics probably won’t cut it for this game.
