Hey everyone! I’m planning a campaign set in a part of my homebrew world that’s currently occupied by an empire with superior magic, equipment, and troops. Because of this, traditional systems like 5e or other heroic fantasy games don’t really fit what I’m looking for.
My players will be playing as resistance fighters or terrorists facing impossible odds. I’ve thought about using Spire because it fits thematically, but adapting it to my setting would be quite a task, so it’s a last-resort option. I also considered Band of Blades, but it’s more focused on troop movements over time, rather than resisting an oppressive regime.
Does anyone know of any more setting-agnostic systems that would work? I envision enemies acting like Space Marines on a rebel planet—very tough and daunting, but not invincible. I’ve looked at Pathfinder 2e; while it makes fights brutal, I’m worried it might take away the clever tactics that good players could use to gain the upper hand. Any suggestions?

How about Shadow of the Demonlord? It could strike a balance between OSR and 5e, providing more options while still keeping the game gritty and challenging. Definitely worth a look!
Have you thought about using Blades in the Dark? There’s a Crew sheet specifically for revolutionaries which could help fit your theme. It might require some homebrewing, but it’s got a solid framework for dealing with oppression and resistance.
For a setting-agnostic system, I’d recommend Basic Roleplaying (BRP). It’s pretty versatile and can handle those impossible odds effectively.
You might want to consider combining Swords of Serpentine with Night’s Black Agents. SotS has flexible rules perfect for urban settings, and NBA’s mechanics can help you create a gritty environment centered around a corrupt authority.
