I’m trying to level my Barbarian quickly to catch up with a friend who’s ahead of me. We’re playing on hard mode, and I want to know if the Whirlwind build is still the best option for fast leveling, or if there’s a better build I should consider.

You might want to try the Earthquake build! It’s pretty effective and can complement the Whirlwind playstyle if you like that. I followed a guide on maxroll, which combines leap with it, and it really helps you level up fast.
Whirlwind leveling is expected to perform well in Season 8, but keep in mind that Earthquake won’t be available until you unlock the TEC rune. If you’re sticking to the campaign without going seasonal, Whirlwind should still work well for your situation.
