This is the last item on my to-do list. I can see the hat hanging on the door of the shed but I can’t figure out how to make him put it on?

You will need to steal the hat he currently has on his head. The fastest way is to pick up the single red flower and drop it. He will try to replant it. When he does, grab his hat and run away with it. When he returns to the garden he will pick up the sun hat and you will see the item get crossed off the list.
